REGIONAL COUNTERDRUG TRAINING ACADEMY
Officer Safety, High Risk Event Planning System: Level I
Length: 5 days

Although tactical philosophies and techniques are discussed, this is NOT a S.W.A.T. course. This course teaches a Planning Process designed to prepare for and manage high-risk events.

Certification : This course is POST certified in the states of Mississippi and Georgia and accepted for certification in other states.
Description: Topics covered in this course include:
- Identification and selection of appropriate equipment needed to safely and successfully conduct high risk planned operations
- Understand liability considerations related to the planning and management of high risk operations
- Intelligence gathering considerations for high-risk operations; including what information to collect, how to get the information, equipment used to collect the information, and sources for the information
- Risk analysis and threat assessment; a consistent system of threat evaluation which yields a numerical indicator of the threat related to a specific event
- Briefing and presentation skills necessary to effectively and accurately relay critical information to the group responsible for the management of a high risk operation
- Command post operational considerations; how to establish, organize and manage a command post
- Both large and small, fixed and mobile command posts are discussed along with such considerations as security, equipment, forms, and location
- Medical planning for high-risk operations is discussed with emphasis on the pre-planning concept
- Medical forms, routes, facilities, and other topics are discussed in detail
- A complete planning system is discussed in detail that ensures that the student can take a high-risk operation from initial receipt of the assignment to its conclusion with the highest possible likelihood for safety and success
- The system describes all elements of the planning process including task evaluation, resource management, intelligence management, planning, rehearsal, execution of the plan, exit logistics, debriefing, and documentation
- Since this is a planning course, much of the course is conducted indoors; however the student is required to participate in some outdoor activity such as the rehearsal process. Therefore, the student should bring comfortable clothing suitable for outdoor activity (in potentially inclement weather), but full tactical gear is not necessary.
